Ma began his career with the CIA in 1982 and held a top-secret security clearance. His tenure with the CIA lasted until 1989, after which he facilitated introductions between Chinese intelligence officers and his brother, also a former CIA agent. The two provided classified information in 2001 in exchange for $50,000.

Cooperation and Monitoring

The plea agreement requires Ma to cooperate with prosecutors for life, including regular debriefings and polygraph tests. According to government sources, Ma has already participated in multiple interview sessions.

In 2004, Ma took a job at the FBI’s Honolulu office as a contract linguist, which was part of an operation to monitor his activities.
